An opportunity in Highways Services for a Hub Assistant    
 
This is a career graded post from Grade 5 to Grade 8. 
 
WHAT IS INVOLVED?
You will support the HUB Manager and Highway Superintendents in achieving timely reporting for reactive and programmed operational activities. 
 
Hub Assistant (Grade 5) 
Responsible for delivering tasks within the scope of the role under regular supervision. Requires technical guidance for most activities but can complete routine tasks independently. Focus is on developing core skills and understanding processes. 

Progression through the grades is subject to performance review and qualification. 
 
Hub Assistant (Grade 6) 
Carries out tasks within the scope of the role with increasing independence, requiring only periodic supervision. Demonstrates sound understanding of procedures and begins to contribute to problem-solving. Expected to manage straightforward issues and escalate complex matters appropriately. 

Progression through the grades is subject to performance review and qualification. 
 
Hub Assistant (Grade 7) 
Operates with minimal supervision after task briefing. Expected to evaluate options, recommend effective solutions, and demonstrate strong technical competence. Plays an active role in improving processes and supporting decision-making. 

Progression through the grades is subject to performance review and qualification. 

Hub Assistant (Grade 8) 
Works autonomously on complex tasks and projects. Provides leadership in identifying and implementing best outcomes. Acts as a technical reference point, supports continuous improvement, and contributes to strategic objectives. 

Progression through the grades is subject to performance review and qualification.

WHAT WILL I NEED?
Grade 5

  • Four GCSE’s (Grades A* to C) including English, Maths and a Science 
  • Understanding of Highway Safety Inspection Manual and Inspection Rota
  • Knowledge of current defect hierarchy and intervention levels  

Grade 6

  • Four GCSE’s (Grades A* to C) including English, Maths and a Science 
  • Understanding of Highway Safety Inspection Manual and Inspection Rota
  • Knowledge of current defect hierarchy and intervention levels 
  • Experience in performance driven environments
  • Working in a busy and customer focused environment
  • Experience in a highways or local authority environment
  • Understanding Council Procedures 
  • Experience and understanding of street works or highway maintenance 
  • Knowledge / experience of Asset Management Systems 

Grade 7

  • Four GCSE’s (Grades A* to C) including English, Maths and a Science 
  • NVQ3 in Business Administration or equivalent 
  • Management System Internal Auditor
  • Understanding of Highway Safety Inspection Manual and Inspection Rota
  • Knowledge of current defect hierarchy and intervention levels 
  • Experience in performance driven environments
  • Working in a busy and customer focused environment
  • Experience in a highways or local authority environment
  • Understanding Council Procedures 
  • Experience and understanding of street works or highway maintenance 
  • Knowledge / experience of Asset Management Systems 

Grade 8

  • Four GCSE’s (Grades A* to C) including English, Maths and a Science
  • NVQ Level 3, or equivalent in Business Administration or related discipline
  • Management System Internal Auditor
  • Understanding of Highway Safety Inspection Manual and Inspection Rota
  • Working in busy and customer focused
  • Experience in performance-driven environments
  • Experience of working within a highway, or local authority environment
  • Understanding of Council procedures
  • Knowledge / experience of Asset Management Systems environments 

As this is a career graded post, the successful candidate will enter the role at either grade 5, 6, 7 or 8. The starting grade is dependent on the candidates’ qualifications and relevant experience to date. As the post holder achieves the required qualification and develops further experience within the role, they will have the opportunity to progress through the grades to a maximum grade 8
